The HRD Portal is a web training portal owned by Pembangunan Sumber Manusia Berhad (‘PSMB’) where training community meet to perform various training activities online. All employers (HRDF and non-HRDF) are welcomed to become the member of the portal. However, training provider’s subscription is only opened to those registered with PSMB only. The main objective of this portal is to facilitate training activities among training providers and employers by leveraging on the usage of ICT. Training portal is one of many PSMB initiatives to promote training and retraining among employers.

The HRD Portal serves as a promotion agent for training providers to continuously market various types of training programmes to employers. The portal facilitates training activities by offering online services to identify suitable training programmes, register, negotiate, process and confirm sales of training services between training providers and employers. The HRD Portal enables training providers to promote themselves better and be more cost effective in order to remain competitive in the globalized trading environment.

The HRD Portal is more than just a `Yellow Pages of Training’ to employers. It provides employers with various types of latest information on training programmes conducted by numerous training providers. It also enables employers to register online with the training providers. With the information at their fingertips, employers would be able to plan and address their training needs more effectively.

The main objective of this portal is to disseminate information on training to employers in Malaysia. In line with PSMB’s role to promote training and retraining among the private sectors in Malaysia as well as PSMB’s role as a training coordinator for all SMEs in Malaysia, the HRD Portal is intended to serve as an information hub for the training community to meet and perform online transactions on training.

Training providers only:

  • Portal As A Marketing Tool 
    Training providers would be able to publish their corporate profile, training facilities, trainers’ profiles, course outlines, course schedules, cost prices, and training venues in the portal.
  • Market Special Events 
    The portal provides dynamic event calendar services exclusively for training providers to publish special events, promotions, campaigns, etc.
  • Market Classified Advertisements 
    Training providers would be able to publish advertisements on special events and promotions in certain common areas provided in the portal.
  • Process Online Registration 
    Training providers would be able to process registration of training programmes submitted by the employers online.
  • Free Webmail Account 
    Training providers will enjoy free webmail service provided in the portal.
  • Instant communication 
    Training providers would be able to communicate with the employers online via the messenger service provided in the portal.

Employers only:

  • Source of Information 
    Employers would be able to search for the latest information on training programmes, promotions, and upcoming events conducted by training providers.
  • Registration of Training Programmes Online 
    Employers would be able to register for the training programs offered by training providers online.
  • Messenger Service
    Employers would be able to communicate with the training providers online via the messenger service provided in the portal.

HRDF stands for Human Resources Development Fund. It is a pool of funds from levies that are collected from companies in certain manufacturing and service sectors in Malaysia. Those that need to contribute are listed in the First Schedule of the Pembangunan Sumber Manusia Berhad Act 2001.

Should my company contribute to HRDF?

Only companies that are listed in the First Schedule of the Pembangunan Sumber Manusia Berhad Act 2001 must contribute. But there are optional registrants as well.

What does HRDF do?

HRDF is a scheme where employers can upskill their workforce. As an employer, you can send your employees for training that is related to your business’ requirements and operational processes.

Are all training claimable under HRDF?

Not all types of training are claimable under HRDF. Training programs that are claimable are:

  • Registered with HRDF.
  • Related to the company’s objective and employee’s job scope.
  • Offered by HRDF-certified training providers.

Can I attend training with a non-HRDF Training provider?

No. But the training provider can register with HRDF beforehand to become certified.

When do I make my HRDF claim?

You can make your claim with HRDF:

  • Before the training – Identify the HRDF-claimable training and apply.
  • After the training – Pay upfront and claim after the training session. You must double-confirm the eligibility of the training program.

How do I become a certified trainer with HRDF?

Individuals can apply to become a certified HRDF trainer. You must take and pass the TTT or Train the Trainer program.

How do I become a certified Training Provider with HRDF?

If you want to be a certified training provider with HRDF, you must:

  • A registered company with CCM
  • A company with should either be Sdn Bhd or Bhd or
  • A GLC or
  • An industry-based training center or an association
  • Employs at least 1 local, full-time and certified trainer in your payroll.

How do I register to be a certified trainer or training center?

All registrations can be done online through HRDF’s website. Ensure that you have read all the guidelines beforehand. Then check that you have fulfilled the requirements and have all that is required in the checklist/
